The apparatus electronically prevents the seat belt from abruptly rewinding in the case of opening the car door, winds the released seat belt in the case of the overspeed or collision, and increases the stability by inserting a time delay relay into a control circuit. The apparatus comprises a latch gear (2) axially mounted to a body winding the seat belt (1), a rewinding prevention gear (5) coaxially mounted to the latch gear, a weight (34) of an auxilliary actuator (3) pressed by the latch gear (2), a main actuator (4) connected to the latch gear (2) and the rewinding prevention gear (5), a solenoid (7) for driving the main actuator (4), a switch (10) for rewinding the seat belt, and a speed sensor connected parallel to an emergency switch (11).
