The apparatus detects the elevator vehicle position and the slip distance without respect to the velocity, the load and the moving direction of the vehicle when the power breaks down. The detecting apparatus comprises a mechanical binary counter (10) connected to a governer pulley (1) shaft, a central process unit (22) connected to the governer pulley (1) through a buffer (20), multiple driving gears fixed to the mechanical binary counter (10)'s rotational shaft, a plurality of driven gears assembled to the fixed shaft of the mechanical counter (10), and contacts fixed to one side of the driven gears.
