According to the method, means (4) capable of rotating about axes (X-X) of the building to be constructed and designed to bear said building are installed on the ground. Subsequently, for erecting and assembling the components at a given location on the periphery, successive angular portions are in turn brought into line with the said location by rotation. The devices used for implementing the method comprise a structure (15) provided with means giving access to persons and enabling materials or components to be taken to the top, and means for maintaining the structure (15) evenly spaced apart above the building in such a way that the said building can rotate freely below the structure.
