The composition and method involve employing predominantly waste products resulting in raw material and energy savings. The number of constituent components is reduced, as is the number of process steps, while preserving and improving the final product characteristics. The method is performed using a non-polluting process. The composition is made up of the following components, in mass percent: 60-92 secondary polyvinylchloride, 4-16 fresh polyvinylchloride and 4-24 chloroparaffin. The mixture of components is subjected to thermal moulding at a temperature 140-160 degrees C and pressure 80-100 bars.
