The housing is substantially open in the opened position at least in the approach direction ((8) from which the toggle bar approaches. The distances between the tines (7) of the locking rake are less than the dia. of the knob of the toggle bar whereby the rack automatically moves into the closed position covering the open side of the housing (5). A release mechanism (10) on the locking device (5) has a nose (9) holding the locking rake in the opened position but releasing the rake when biased by the toggle lever (1).
