When both controllers are normal, each controller shares the load but when one controller is abnormal, the other controller controls all load so that the system improves the reliability. The system comprises 1st, 2nd control means (10,20) for outputting data signals (C1,C2) and control signals (E1,E2), 1st, 2nd controlled apparatus means (30,40), an alarm collection means (60) which collects an alarm from control signals (E1,E2) and state signals, and an upper processor means (50) for controlling the 1st, 2nd controllers (10,20).
