The retaining wall for protecting the sloped ground being newly cut, enables to simplify the construction process and shorten the construction time. The retaining wall earthon plate (30) comprises lengthwise long grooves (31)(32) at upper/lower surface, hollow section (33) at the middle surface; upper/lower transverse grooves (34)(35) with a certain interval; water draining holes (36) connected with the lengthwise grooves, the transverse grooves and the hollow section. The construction method includes respective steps for standing the support frame on the slope, laminating the retaining walls on the support frame, standing the compressing frame on the retaining walls, and supporting the compressing frame by clamping the frame by anchor bolts.
