The apparatus closely attaches the outer plate to a lower frame to form a side part of the vehicle. It improves a workability and reduces welding problems by moving the welder correspondent to rails. The apparatus comprises a running driver supplying a movement power to wheels(62); a support(22) combined with a floor(23) and an upper rail(20); a guide(24), equipped on both sides of the support, guiding a lift roller(51); the lift roller(51) guiding a table assembly(52); a pressure plate(55) pressing the outer plate of the railway vehicle.
