The multi-step type heat exchanger, usually used in a tower type boiler, maximizes the combustion efficiency, and minimizes the discharge of harmful gas by improving a combustion space and a heat transfer area with the built-in combustion net. The heat exchanger comprises: two heat transfer plates(16a) connected to a water supply pipe(10) and a water recovery pipe(11) and forming both walls of a main body; a plurality of heat transfer plates(16b), connected to each other and the plates(16a) via a water pipe(15), also forming inner equidistant vertical partitions; the combustion boosting net(18) forming a continuous/repeated irregular bent cross section metal net while the bent part has a triangle cross section.
