The apparatus includes a FET(6) for discrete-Furier-transforming input data at a high speed, an auditory characteristic analyzer(7) for receiving the output of the FRT(6) to analyze the auditory characteristic of the input data, a line processor(8) for obtaining the threshold frequency using the auditory characteristic analysis, and an encoder(9) for receiving the output of the auditory characteristic analyzer(7) and input data to encode the threshold frequency.
