PROBLEM TO BE SOLVED: To generate a three-dimensional model whose accuracy is improved by combining stereo phototopography and laser measurement.SOLUTION: Point group acquisition means 20 acquires a phototopography point group extracted from a feature surface by stereo phototopography using an image as a model configuration point group representing the shape of a three-dimensional model. Point group additional means 22 adds a vicinity laser measurement point existing within a first distance predetermined from the phototopography point group among a laser measurement point group to the model configuration point group. Point group organizing means 24 removes the phototopography point group whose distance from the vicinity laser measurement point is equal to or less than a second distance that is set shorter than the first distance from the model configuration point group.SELECTED DRAWING: Figure 1
