Polyurethane foam and fiber is mixed with a weight ratio of 7:3. The mold is coated with a releasing agent is prepared and polyurethane fiber is set in the mold. Then after closing the mold the prepared polyurethane foam is injected into the mold, keeping in mold temperature at 50 degree Celsius. By controlling the injection amount of the polyurethane foam, the cell structure of the foam can be controlled. As the molded noise blocking panel is composed of polyurethane foam and fiber mixed in the ratio of 7:3, it has a improved reinforcement, a good cushion, a outstanding noise blocking and absorbing in the low frequency and also has a high tensile and bending strength and a good moldability.
