PROBLEM TO BE SOLVED: To control an operating pattern so as to completely carry out a cold and heat radiating operation in a time zone mainly necessary for the peak cut of electric power for one day. SOLUTION: A thermal storage type air conditioner carries out a cold and heat radiating operation through a heat exchanger 9 for a cold heat storage and a heat exchanger 4b in a user side. The thermal storage type air conditioner comprises an outside air temperature detector 30 for detecting outside air temperature, an outside air temperature storage device 31 for storing outside air temperature data from the outside air temperature detector 30, an operating time timer 37 for integrating and storing a cold and heat radiating operation time and a first controller 32A for deciding the cold and heat radiating operation start time of a next day based on the outside air temperature data of the outside air temperature storage device 30 and the cold and heat radiating operation integrated time data of the operating time timer 37 and starting the cold and heat radiating operation on the next day according to the cold and heat radiating operation start time data.
