The device includes a body (4) mounted on, or integral with, a base (2). The base has a feeding surface (12) along which envelopes (E) are introduced into the device. The body is provided with a slot (20) extending in a plane perpendicular to the plane of the feeding surface. The length of the slot defines the length of cut of the device. The device further includes a cutting blade (10) having at least one cutting edge (22) and being slidably mounted in the slot. The blade is adapted to be moved first in a direction towards, and then in a direction away from, the feeding surface. Pressure-applying members (8) are articulated to the body for causing the cutting blade to move towards the feeding surface. A restoring spring (26) biases the cutting blade away from the feeding surface.
