This invention is a mandrel comprising a body in the form of a hallow cylinder m ade of suitable material that has an open end, a shaft, a closed end, and a plurality o f openings disposed in an annular array, in a region about mid-way along the portion of its shaft, wherein a vacuum pump can be applied to the said open end. This mandrel facilita tes folding an unrolled conventional male condom over its shaft, making it double la yered along a substantial portion of its length before it is rolled up and packaged.
