System which consists in the fixed arrangement of an elongate vertical tubular element 1, intended to be filled with water, and, connected to the lower end thereof, another, axially movable element 2 on which the liquid column of the element 1 acts, with a downward momentum, a commandable closure 5 being incorporated in the lower end of the element 1, while the chamber 3 defined above the movable element 2 is established with an outlet 6 provided in turn with respective commandable closure 7, both closures 5 and 7 being connected to the movable nature of the element 2 in a synchronized manner. <IMAGE>
