A method and apparatus have been described for combining multiple satellite constellations into a cooperative network. A GEO tier (10) of satellites receives information to be broadcasted to earth. The GEO tier (10) receives the information from global hubs (30), regional hubs (32), and local hubs (34). Local program material is combined with regional and global program material by either the regional hub (32) or a GEO satellite (40).
