Provided are the following: an organotin-free cationic electrodeposition coating material composition which does not contain an organotin compound and which can ensure good curing properties of a coating film under baking conditions equivalent to those currently used; and a catalyst for this composition. The present invention provides a catalyst for an electrodeposition coating material composition, which contains a bismuth compound (A), and in which the bismuth compound (A) is characterized by having a ligand prepared from o-aminobenzenesulfonic acid or p-aminobenzenesulfonic acid.
