PROBLEM TO BE SOLVED: To enhance followability of a MCS, when the quality of a communication path changes in the way of communication.SOLUTION: A transmitter raises a MCS to a high level, when the number of times n of transmission success in units of frame, or a value n' based thereon goes above a first threshold by an adaptive rate control section, increases the first threshold when transmission in units of frame fails immediately after the MCS is raised to a high level, and decreases the first threshold when the number of times n of transmission success in units of frame, or the value n' based thereon goes above a second threshold.
