FIELD: electric power generation. SUBSTANCE: plant has vertical shaft that mounts rods with blades arranged perpendicular and diametrically and spaced apart through equal angles as well as device that guides energy flow of moving medium. Blades of each pair are hinged along rods for their relative opening though 0 to 180 deg. by means of control rods. The latter are limited by spherical hinges and joined with slide blocks mounted on rods; they are also joined by means of forks with end surfaces of energy flow guide cylinder eccentrically attached through bearings to vertical shaft.
