PROBLEM TO BE SOLVED: To simplify the process to manufacture a printing plate using a porous resin sheet and save on a printing plate manufacturing cost. SOLUTION: A copy sheet 36 on which a print image 36A such as a character or a figure is drawn is placed on a transparent acrylic plate 25. After that, a porous resin sheet 38 containing a specified amount of carbon is placed on the copy sheet 36, and then a flash bulb 15 is made to emit a light. Further the continuous cells of the porous resin sheet 38 of an appropriate part other than the print image 36A of the copy sheet 36 are closed by thermal melting. Thus a printing plate sheet of the porous resin sheet is manufactured which has a formed ink oozing part 38A corresponding to the print image and a formed non-ink oozing part 38B corresponding to the part other than the print image.
