PROBLEM TO BE SOLVED: To provide a layout data preparation device capable of quickly preparing layout data. SOLUTION: A CPU 2 lays out modules constituting a semiconductor device and inter-module power supply wiring for supplying power to respective modules at first. Then the CPU 2 temporarily arranges cells in each module based on the information of cells to be used in the module and lays out inner-module power supply wirings and power supply terminals based on the number of cell columns on the temporary positions and the width of each column. Then the CPU 2 analyzes a power supply network in each module based on the cells the power supply wirings and the power supply terminals in each module and equivalently compresses the load of the module to respective power supply terminals based on the analytical result. The the CPU 2 analyzes the power supply network based on the equivalently compressed laid of respective power supply terminals and the inter-module power supply wiring.
