PROBLEM TO BE SOLVED: To provide a water-permeable pavement block excellent in strength, water-permeability, abrasion-resistance, slip-resistance while reusing industrial waste slag as a by-product from industrial waste disposal equipment. SOLUTION: Calcium carbonate powder of 4.8 wt.% is added in industrial waste slag having a fineness modulus of 4.3-4.7 and further, epoxy resin is added thereto by 7.9 wt.% and kneaded to prepare a raw material for binder coarse blocks. Moreover, 1.6 wt.% of epoxy resin is added to 17.8 wt.% of natural stones or silica sand having a fineness modulus of 4.6-5.0 and kneaded to prepare a raw material for surface coarse blocks. The raw material for surface coarse blocks and the raw material for binder coarse blocks are fed in a mold one after the other and hardened to form a double structure.
