PROBLEM TO BE SOLVED: To obtain an ammonium polyphosphate having excellent water resistance, especially excellent electric resistance under conditions of a high temperature and high humidity, useful for a flame-retardant resin composition by subjecting ammonium polyphosphate to a surface treatment with a specific amount of a polyisocyanate compound. SOLUTION: This ammonium polyphosphate is obtained by subjecting ammonium polyphosphate to a surface treatment with a polyisocyanate compound such as toluene diisocyanate, etc. The amount of the polyisocyanate compound used is 0.1-50 pts.wt. based on 100 pts.wt. of ammonium polyphosphate. A resin such as a polyethylene, etc., is mixed with the ammonium polyphosphate subjected to surface treatment and preferably another flame-retardant such as zinc ethylenediamine phosphate, etc., to preferably prepare a flame-retardant resin composition.
