PROBLEM TO BE SOLVED: To achieve thinning of a device and enable the device to lock at an arbitrary location by rotatably mounting a turntable on a shaft fixed to a base, supporting a lower surface of the outer peripheral part by three roller mechanisms or more and abutting a braking mechanism braking rotation on the side surface. SOLUTION: In a turntable 1, a bearing fitted and fixed to the center of the rear surface is set to journal a shaft 3 fixed to a base 6 and is rotatably installed. A lower surface of this outer peripheral part is supported by four roller mechanisms 4 mounted on the base 6 so as to prevent inclination of the turntable 1. Further, a plurality of concentric circle marks 1b are imparted to an upper surface of the turntable 1, an object is mounted at the center part, an action of offset load is avoided, an angle scale 1c is imparted to the upper surface outer peripheral part and the dividing of an angle is made easy in cooperation with an indicator 5 on the base 6 side. A brake shoe 8 of the braking mechanism 7 disposed on the base 6 is made to abut on an outer peripheral side surface of the turntable 1 and this rotation is braked.
