PROBLEM TO BE SOLVED: To obtain a tape take-up device in which a quality inspection required for a product can be performed automatically during a series of splicing and take-up operations between a leader tape and a magnetic tape and to obtain a splicer which is preferably used for the take-up device. SOLUTION: A tape take-up device 10 is constituted in such a way that the length of a leader tape L placed on an empty cassette 1S in advance is inspected. In addition, it is constituted in such a way that the length of a magnetic tape M to be taken up is measured in advance when the magnetic tape M is connected to a trailer part Lt and a leader part Ls which are obtained by cutting the leader tape L. In addition, it is constituted in such a way that whether a connection gap G and a connection deviation D in a part in which both are butted exist or not is inspected. In addition, it is constituted in such a way that both are spliced when the connection gap G and the connection deviation D are within a prescribed value. In addition, it is constituted in such a way that the existence of the deviation of a splicing tape S (Sc) is inspected. In addition, it is constituted in such a way that the splicing tape S (Sc) is taken up on a supply reel 6S in the empty cassette 1S while the existence of a guide flaw is being inspected.
