PROBLEM TO BE SOLVED: To obtain a catalyst system capable of producing an ethylenic polymer having a high melt tension, a high polymerization activity and a narrow distribution of molecular weight without causing fouling, containing small amounts of sticky components and smoking components and excellent in transparency when formed into a film. SOLUTION: This solid catalyst component for polymerizing ethylene is obtained by supporting an inorganic magnesium compound (M) in an inorganic compound carrier in an aqueous solution, drying the resultant carrier, then treating the dried carrier with a titanium compound (T) and an electron donative compound (D) and further treating the prepared carrier with an organoaluminum compound represented by the formula (R1)m(R2)nAl(X)3-m-n R1 and R2 may be same or different and denote each a 1-20C alkyl group; X denotes a halogen atom; (m) and (n) are each 0, 1 or 2; [(m)+(n)] is 1 or 2}. The catalyst for polymerizing ethylene comprises the solid catalyst component and an organoaluminum compound (II) represented by the formula Al (R3)a(X2)3-a [R3 is an aliphatic, an alicyclic or an aromatic hydrocarbon having at most 12 number of carbon atoms; X2 is a halogen atom or hydrogen atom; (a) is a number of >=1 and <=3].
