PROBLEM TO BE SOLVED: To provide an electrical characteristic suitable for use by passing an unvulcanized rubber composition solution through a metal net of more than a specific mesh to remove foreign material and by drying it to remove a solvent. SOLUTION: After an unvulcanized rubber composition solution is obtained by dissolving an unvulcanized rubber composition in a solvent, foreign material is preferably removed by passing the unvulcanized rubber composition solution through a metal net of mesh 400 or more. Next, after a rubber material is provided by drying the unvulcanized rubber composition solution from which the foreign substances are removed to remove the solvent, the rubber material is arranged at least as an interface layer between an insulating layer and a semiconductive layer. In this case, a rubber composition containing a polymer excellent in electric characteristics such as an ethylene-propylene copolymer (EPM), an ethylene-propylene-nonconjugated polyene terpolymer (EDPM) and silicone rubber is used as the rubber material. A filler such as clay and other additives are appropriately mixed in the polymer for the rubber composition.
