PROBLEM TO BE SOLVED: To ensure superior penetrating and dispersing force and heat resistance by mixing an ammonium sulfosuccinate type surfactant with a specified amount of an organic amine. SOLUTION: An ammonium sulfosuccinate type surfactant (a) is mixed with 0.25-2 mol, preferably 0,5-1.5 mol (expressed in terms of amino equivalent) organic amine (b) based on 1 mol component (a) to obtain the objective surfactant composition. The mixing ratio is appropriately selected in accordance with the use of the surfactant. In the case of <0.25 mol, heat resistance improving effect is small. In the case of >2 mol, the effect is not further enhanced, the amount of the ammonium sulfosuccinate type surfactant is relatively reduced and the penetrating and dispersing power of the composition lowers. The components (a) and (b) may be mixed before use or at the time of use.
