PROBLEM TO BE SOLVED: To hung even heavy laundry by providing a reel body having respectively the winding frame of a rope on an outer periphery and a power spring for performing energizing in a winding direction at all times on an inner side in a rope housing part and providing a brake device on the reel body 11. SOLUTION: The rope housing part is fixed at a desired height position on a left wall and a rope fastener is fixed to a right wall, respectively. The rope housing part is provided with the reel body having respectively the winding frame of the rope 15 on the outer periphery and the power spring 22 for performing energizing in the winding direction at all times on the inner side. It is also provided with the brake device 12 for stopping rotation. When the rope 15 is stretched against the elastic force of the power spring 22 and engaged with the rope fastener, the rope 15 is strongly pulled by the elastic force of the power spring 22. Then, when the brake device 12 is operated, the rope 15 is fixed as it is. Thus, even the heavy laundry can be hung.
