PROBLEM TO BE SOLVED: To enhance the heating performance and blood circulation accelerating effect by forming the surface of an electric floor heating board having at least a planar heating element as a lamination component so as not to be planar in order to stimulate the sole of foot. SOLUTION: An electric floor heating board incorporates a lightweight excellent heat insulating material 6 bonded with a planar heating element 5 and a reinforcing sheet 7, respectively, to the upper and lower surfaces thereof. A non-planar, e.g. hemispherical, surface material 1 provided with a large umber of protrusions 2 is bonded to the uppermost layer of such an electric heating board. Furthermore, a large number of vents 3 are made at the top part and the planar part of these protrusions 2 and a soaking material 4 is arranged, as desired, on the upper or lower surface of the planar heating element. The non-planar surface material 1 stimulates effective spots on the rear surface of feet and excellent health promotion effect, e.g. activation of metabolism, relaxing from stress and enhancement of physical strength, can be attained in combination with acceleration of blood circulation through heating.
