PROBLEM TO BE SOLVED: To release air from an air bag without pressurizing the air bag by arranging a switch valve for switching a vent pipe and a vent port communicated with the outside of a soft synthetic resin bag body into discharge and suction air. SOLUTION: A sponge layer 2 to become an elastic body of an air pump is stored inside a soft synthetic resin bag body 1 to become an air bag of a manual air pump and a switch valve 4 is stored in a notch part 3 of the sponge layer 2. A slide plug 5 of the switch valve 4 is operated from the outside of the soft synthetic resin bag body so that the discharge and suction air of a vent pipe 6 and a vent port 7 communicated to the outside the soft synthetic resin bag body can be switched. The switch valve 4 has a function of closing the ventilation of the vent pipe 6 and the vent port 7. This constitution can release the air from the air bag without pressurizing the air bag and improve the usability of the upper garment having the air bag attached thereto.
