PROBLEM TO BE SOLVED: To manufacture a high quality concrete by providing a means which charges a mixture of aggregates and a hardening agent into a container and performs the pressure reduction and pressurizing of the container in a specified pattern while the container is left to stand. SOLUTION: A storage container 60 has an airtight injection part 61 and an airtight discharge part 62 and is connected to a pressurizing and pressure reducing device 70 which performs the pressure reduction and pressurizing of the interior of the storage container 60. Aggregates, a hardening agent such as cement, water and the like are kneaded using a kneading device such as a mixer and this mixture is loaded into the storage container 60. Next the internal pressure of the storage container 60 is reduced in a specified pressure reduction pattern from a normal pressure while the container is left to stand. Alternatively, when the storage container 60 whose internal pressure is reduced, is restored to the normal pressure level, the container is pressurized in a specified pressurizing pattern. Further, the internal pressure of the storage container 60 is reduced in the specified pressure reduction pattern. After that, the container 60 is pressurized in the specified pressurizing pattern. Thus it is possible to take the procedures for the pressure reduction and pressurizing of the storage container 60 after kneading and manufacture a concrete with outstanding characteristics such as compression strength using a simple device.
