PROBLEM TO BE SOLVED: To provide an internal voltage generating circuit capable of reducing consumption power. SOLUTION: An internal voltage forming circuit 21, which outputs a plurality of control voltages VPP, VBB differing in values to a plurality of control objects 11, 12 is provided with a plurality of voltage control circuits 22a and 22b which form the plurality of control voltages VPP and VBB, respectively, and a oscillator 23 which forms an oscillation signal CLK. Each of the control circuits 22a, 22b is provided with a frequency divider 24, a level detecting circuit 25 and a charge supply circuit 26. The frequency demultiplier 24 forms a frequency divided signal, wherein the oscillation signal CLK is frequency-divided. The level detecting circuit 25 performs activation/inactivation based on the multiplied frequency, detects the levels of the control voltages VPP, VBB in the case of activation, and outputs a deciding signal on the basis of the detection result. The charge supply circuit 26 performs supplying of operation of charges, based on the deciding signal, and forms the control voltages VPP, VBB by the operation.
