PROBLEM TO BE SOLVED: To prevent ankle hyperextension accidents, by providing a structure that enables a pedal plate and a pedal arm to relatively displace at a connecting structure portion of the pedal plate and the pedal arm when the pedal effort from frontal collision of a vehicle is greater than pedal effort during normal driving. SOLUTION: A retaining pedal 24 with a bent strap-shaped steel plate is provided to a connecting structure portion 22 such that the upper portion of a pedal plate 6 is able to rotate toward the front of the vehicle when the pedal effort from the driver is greater than the pedal effort during normal driving due to a frontal collision. During normal pedal operation, the pedal is able to be operated without the pedal plate 6 relatively rotating with respect to a pedal shaft 19. However, in the event of a frontal collision, a large rotation force acts on the pedal plate 6. The pedal plate 6 forces a curved portion 27 of the retaining plate 24 to bend while rotating counterclockwise around the pedal shaft 19 so as to prevent hyperextension accidents of the ankle of the driver.
