PROBLEM TO BE SOLVED: To effectively retrieve desired video data by using motion information data that are easily obtained. SOLUTION: An index picture generating section 15 and a representative frame selection section 16, which receive a frame difference pattern (motion information data) obtained by a difference pattern calculation section 14 receiving an object video frame and a succeeding video frame, superimpose a video index excluding video data in excess of a black ratio threshold for selection of a video shot on the succeeding video frame and output the superimposed video frame. A plurality of index storage section 21 stores the received video index and superimposition processing section 26 superimposes difference data obtained by a difference pattern calculation section 25 from two key pictures A, B on the key picture B to generate a retrieval key picture, and a video selection section 23 selecting video data corresponding to the video index similar to the key picture outputs candidate for video data from a video data storage section 24.
