PROBLEM TO BE SOLVED: To quickly and automatically select a device to be controlled that transmits a commercial massage(CM) material. SOLUTION: A time collation processing means 15 that receives control data 11, discriminates whether or not material code is a CM material code, and transmits a control request of a device to be controlled and a switcher designated by the control data 11, when the material code is not the CM material code. When the material code of the control data 11 is the CM material code, the time collation processing means 15 transmits a control request to a CM transmission discriminating processing means 16. The CM transmission discriminating processing means 16 references a setting table 12 to select the device to be controlled and the switcher corresponding to the material code according to priorities. In the case of detecting an alarm signal from the device to be controlled and the switcher used for the transmission of a CM material, the CM transmission discriminating processing means 16 sends a control request denoting the selection of other device to be controlled and other switcher, in accordance with the priorities in the setting table 12 and for the their automatic selection of them.
