PROBLEM TO BE SOLVED: To easily and speedily perform the initial setting of a conversion program which converts the type of an object program. SOLUTION: When a voice signal is inputted to a voice input means 15 from the outside, a language recognizing means 16 recognizes the voice signal as one of languages registered in a language storage means 13. A setting input means 17 inputs setting data corresponding to the recognized registered language to an initial setting means 12, so the initial setting of a program converting means 11 is performed in response to the data input. When an operator voices the specific registered language corresponding to desired setting data, the initial setting of the program converting means 11 is performed in response. Hence it is unnecessary to retrieve and input a great number of setting data manually.
