PROBLEM TO BE SOLVED: To remarkably reduce cost and to simultaneously enhance operability by simplifying a controller to the utmost to minimize the controller. SOLUTION: The controller is provided with a switching means 10 to transmit an incremental signal to increase a control value consisting of a voltage value or a current value of an electric signal and a decrement signal to decrease the control value, a control value storage means 22 to be successively made correspond to signal frequency to be obtained by addition and subtraction of frequency of the incremental signal and the decrement signal from the switching means 10 and to stepwisely store different control values, a signal frequency counting means 23 to count the signal frequency by adding and subtracting frequency of the incremental signal and the decrement signal from the switching means 10, a control value calculating means 25 to calculate the control value stored in the control value storage means 22 and corresponding to the signal frequency from the signal frequency counted by the signal frequency counting means 23 and an electric signal transmitting means 27 to transmit the electric signal of the control value calculated by the control value calculating means 25 to an actuator 1 to be fluctuated corresponding to increment/decrement of the control value.
