PROBLEM TO BE SOLVED: To provide a reinforcing bar fixing tool which is preferable for fixing an initial setup bar to a liner plate, saves fixing work of the initial setup bar, and positively ensures cover concrete, and to provide a reinforcing bar arranging method using the tool. SOLUTION: A reinforcing bar fixing tool 1 is produced by using a thick plate. A bolt inserting portion 3 formed at one end of the reinforcing bar fixing tool 1 and a bolt hole 11 formed in the upper surface of a liner plate 10 are superposed on each other, and they are fixed by using a bolt and a nut. Further, an initial setup bar 20 is filled into a recess formed in the other end of the reinforcing bar fixing tool 1, and they are bound, to thereby fix the initial setup bar 20 to the liner plate 10. The amount of cover concrete is adjusted by shifting the bolt in the bolt inserting portion 3.
