SOLUTION: The almost intermediate portion of a blank A is held between a mandrel 15 and a presser 16 and both ends of the blank A is pressed in this state by the leading ends of arms 17 to curve the blanck A into a cylindrical shape to wind the same around the mandrel and both ends of the cylindrical blank A are mutually joined by a joining means 18.
