PROBLEM TO BE SOLVED: To vulcanize and mold a moving handrail by one cycle and control thermal stress applied to an already vulcanized section of the moving handrail. SOLUTION: An electric heater unit 7 built in a top force 5 is divided into heaters 7a-7e disposed successively along the longitudinal direction of a heating- and-pressurizing device 16, and similarly a heating electric heater 8 built in a bottom force 6 is divided into electric heaters 8a-8e disposed successively along the above longitudinal direction, and an unvulcanized section 3b of the moving handrail 1 is heated to the re-melting limit temperature or higher by the vulcanization temperature electric heaters 7c and 8c, while the already vulcanized section 3a of the moving handrail 1 is heated at the comparatively low temperature by using the low heating electric heaters 7a, 7e, 8a and 8e and the intermediate temperature electric heaters 7b, 7d, 8b and 8d. By the above arrangement, recesses and projections are not generated on a decorative rubber 3 face and the already vulcanized section 3a of the moving handrail 1 and the finishing correction of the decorative rubber 3 is not required. Also the deterioration of the already vulcanized section 3a by heat can be prevented.
