SOLUTION: In this character recognizing device 10, character image information is inputted from an input processing part 11, and a reference value XH indicating a boundary value for judging that a recognition level X is not erroneous, a reference value XL indicating a boundary value for judging that the recognition level X is erroneous, a reference value YH indicating a boundary value for judging that a recognition level Y is not erroneous, and a reference value YL indicating a boundary value for judging that the recognition level Y is erroneous are stored in a reference value processing part 16, and a candidate character X recognized by a first character recognition processing part 12 is compared with a candidate character Y recognized by a second character recognition processing part 13 by a comparing part 15, and when they are not made coincident, it is judged that the character recognition is erroneous, and when they are made coincident, the recognition level X and the recognition level Y are compared with the reference values stored in the reference value storing part 16, and when the recognition level X is larger than the reference value XH, and also when the recognition level Y is larger than the reference value YH, the recognized character is obtained as a character recognized result, and otherwise, it is judged that the character recognition is erroneous.
