PROBLEM TO BE SOLVED: To provide an ideal lamp characteristic without rotating an arc tube by charging a container body with luminous substance luminescing by excitation, and an additive for stabilizing the discharge of the luminous substance without substantial discharge luminescence. SOLUTION: It is preferable that a charged luminous substance and an additive are metal halide. It is further preferable that the luminous substance is a halide of at least one metal selected out of gallium, indium and thallium and that the additive is cesium halide. Indium bromide 9 serving as the luminous substance, and cesium bromide 10 serving as stabilizing substance for stabilizing discharge are sealed inside a container body 8 formed of material such as translucent quartz glass and high heat resistance, and a rare gas such as argon is further filled as start assist gas. After discharge is started, cesium low in ionization potential thereby increases charged particles such as electrons and prevents discharge contraction to obtain the stable discharge of indium halide.
