The system has two conductive plates or foils (1,2) arranged centrally symmetrically one on above the other and is coupled to two coaxial waveguides (5.1-5.3;6.1-6.4), whereby a tapered cylindrical casing-shaped dielectric body of one coupling passes through an aperture in the foil or plate over a defined length. Complex load elements consist of conductive bodies which are preferably cylindrical and made of copper, brass or aluminum.
