PROBLEM TO BE SOLVED: To obtain excellent moisture absorbing and discharging performance while suppressing a thickness of a moisture absorbing and discharging resin layer by forming the resin layer made of a resin composition obtained by adding moisture absorbing and discharging material particles into an acrylic resin on a base material made of paper containing an inorganic moisture absorbing and discharging material or a nonwoven fabric. SOLUTION: A decorative plate is formed by laminating a moisture absorbing and discharging resin layer 2 formed of a resin composition obtained by adding moisture absorbing and discharging material particles 2a into a resin 2b such as an acrylic resin, polyolefin resin on a base material 1 made of paper containing an inorganic moisture absorbing and discharging material 1a or a nonwoven fabric. As the inorganic moisture absorbing and discharging material 1a, clay mineral particles such as an activated clay, acid clay, sepiolite, silicate soil, zeolite or silica gel is used. In the material 1, instead of the inorganic moisture absorbing and discharging material, or together with the inorganic moisture absorbing and discharging material, an organic moisture absorbing and discharging material such as a saponified graft copolymer of a starch and an acrylonitrile can be contained.
