PROBLEM TO BE SOLVED: To easily set a low pressure input value, and to simplify the structure of a press-in punch. SOLUTION: This device is provided with a pressure supplying means for selectively supplying high or low pressure to a press-in cylinder 22 mounted with a press-in punch 21 on the tip of a piston rod 23, a communication path 35 for communicating between the cap and head sides (a) and (b) of the cylinder 22, and opening/closing and variable throttle valve 36 and 37 being arranged in series in the path 35.
