PURPOSE: To highly accurately and efficiently discover and cut a character contact which is hard to discover in the manner of form by separating a character area again while using the gray levels of respective pixels in a gray level image, and cutting the character area on the basis of provided area information. CONSTITUTION: A first binarizing part 3 binarizes the gray level image stored in a first image memory 2. On the basis of the first binary image stored in a second image memory 4, a character contact estimating part 5 estimates whether characters seem to contact or not. A second binarizing part 6 takes the gray level only from the pixel of the gray level image corresponding to the position of a black pixel in the first binary image and only when the gray level is higher than a threshold, a new second binary image is prepared by inverting the black pixel to a white pixel. On the basis of the images stored in memories 2, 4 and 7, a character cutting part 8 determines a character contact position and on the basis of this contact position information, the character image of the first binary image is cut. When the contact of plural characters is estimated by the estimating part 5, a selecting part 9 selects the output of the character cutting part 8.
