SOLUTION: A resin R such as a color coating material dissolved in a solvent is applied to a steel panel 2 drawn out of an uncoiler 1, and a phptocatalyst 3 prepared by coating the surface of a granulated material P of a photocatalyst fine powder Pa or the surfaces of the photocatalyst fine powder Pa and the granulated material thereof with an inorg. substance is pushed in the surface of the resin coating layer 4 of the steel panel 2 while sprinkled over the surface of the resin coating layer 4. Then, the resin coating layer 4 of the steel panel 2 is dried to take up the steel panel by a coiler 5.
