PROBLEM TO BE SOLVED: To obtain a heating and cooling device capable of smoothly switching from heating to cooling or from cooling to heating for a short time. SOLUTION: Each of suction means 6, 37 are connected to the jacket part 2 of a reaction kettle 1. A steam supply pipe 30 and a cooling fluid supply flow passage 7 are connected to the jacket part 2. When the reaction kettle 1 is switched from heating to cooling or reversely switched, the switching to the heating or cooling is smoothly and without delaying time executed by simultaneously supplying steam for heating and the cooling fluid for cooling to the jacket parts 2 and after that, stopping one of the steam for heating and the cooling fluid for cooling.
